Or is it amphibious (with air and water instead of land and water) and they use the wheel in the water?
I wonder if that’s the point of all these “airships” in Shadowbinders? I thought before that the ship-look had been just for the looks to make the difference from real world air planes.
The real question is, are there any airships that work as a mills in running water, paddlewheels in still water, and turn sideways for steering mid-air (favoring purely magical propulsion)?

Yep. It’s amphibious. There’s not always a nice dock or patch of grass to land in.
